    • An inter-system handover system for a wireless communication system supports hand-down and hand-up of user equipment (UE) to different radio access technologies, including synchronous and asynchronous systems. Latency and handover connection failures are reduced by an access node (nodeB) broadcasting information about neighboring systems (targets) when the UE reception (RX) capability is both inside or outside the reception range of the target. A single RX chain is sufficient, although transitioning between a wireless wide area network (WWAN) to a wireless local area network may (WLAN) may advantageously benefit from simultaneous operation on two Rx chains. Optimized list of neighboring RAT systems (targets) are broadcast from the network, including measurement parameters and reporting instructions. Thereby, UE-driven reporting minimizes latencies. UE reports other-system searches to network only if needed for a handover. In addition, handover requests can be bundled with other-system measurement information, if necessary, for additional efficiencies.

    • Systems and methods for facilitating emergency call service are provided. The method can include modifying a configuration parameter of a user equipment (UE), wherein the configuration parameter is related to at least one of: network selection, cell selection or reselection or service selection within a wireless communication system, and wherein a modified configuration parameter results in a preference by the UE for a network, cell or service configured to support emergency calls at the UE. The method can also include prioritizing circuit-switched services over packet-switched services, utilizing the circuit-switched voice service preferentially or exclusively and/or prioritizing a network configured to offer emergency call service over the original serving network of the UE, based, at least, on the modifying the configuration parameter. Modifying the configuration parameter can be performed autonomously by the UE. The modified configuration can also enable callback services to a UE from the network.

    • Techniques for performing positioning in a cellular network are described. In one design, a first base station (e.g., a home base station) determines its position based on position information for at least one user equipment (UE) within radio coverage of the first base station and a second base station. The first base station sends at least one position request for the at least one UE to the second base station, receives position information for the at least one UE from the second base station, and determines a position estimate for itself based on the position information. In another design, the second base station receives a position request for the first base station, obtains position information for at least one UE, determines a position estimate for the first base station based on the position information, and sends the position estimate to the first base station.
