    • In a method for encoding and an encoder statistical information is generated and said statistical information (LSB=F(MSB) about the reconstruction values to be used during reconstruction (sometimes called "inverse quantization") is added to the encoded data signal. The encoded data signal comprises data information providing information on the relation between parts of the original input data removed during quantization and the quantized data. The decoder and decoding method use the information data during reconstruction. This enables reconstruction values to be used during reconstruction that can adapt to the input data statistics thereby improving data reconstruction and reducing the quantization error. The reconstruction at the decoder is guided by information data which is gathered at the encoder, this information data being derived from determining statistical information on the removed parts of the input data in relation to the after quantization remaining quantized data.

    • A hither before unknown cause of image artefacts has been identified. Encoders such as MPEG encoders may use two picture structures: Field pictures and frame pictures. For a frame picture both frame and field-based DCT (and other types) of coding may be used. The decision whether to use frame or field based coding is not always made correctly. In the decoded image this leads to an image artefact visible as stripped blocks. The invention reduces, in one aspect of the invention, these artefacts by analyzing the block content on the presence of such artefacts and if the analysis proof the existence of such artefacts applying a vertical low pass filter to the data in the block. In another aspect of the invention encoding parameters are checked for combination of encoding parameters for which the artefact may occur and such blocks are indicated. The invention may be embodied in a method as well as in a device such as a receiver, encoder, decoder, display device etc.

    • The device and method according to the invention prevent that the consistency of image quality is negatively affected when transmission rate fluctuations occur on a communication channel. The invention relies on the perception that the transition from a full­quality video signal to a basic-quality video signal, respectively from a basic-quality video signal to a full-quality video signal, should be a gradual transition instead of a sudden transition. The blending process can be implemented by circuitry which applies a blending factor on the decoded video signals of the base layer and the enhancement layer(s), before these decoded video signals are merged to form a single output video signal. Due to the delay time of the decoding process there will be a natural delay between the moment a transition occurs in the received video data and the moment that a transition occurs in the full-quality video signal. During that time interval the blending factor may be changed gradually, so that the visibility of the transition is reduced. It may be preferable to provide for an extra delay in addition to this natural delay. This enables the device to further smooth away the effect of the quality transition in the received video data.

    • Both the frequency weighting and region of interest enhancement in MEPG4-FGS are implemented by shifting in a number of zeros in the least significant bits of selected discrete cosine transform (DCT) coefficients, by application of a weighting matrix. This effectively shifts these coefficients up a few bit planes, thereby causing their bits to appear earlier in the enhancement layer bit stream than would otherwise be the case. Thus they are given priority over coefficients that have not been shifted or have been shifted by a smaller amount in the event that the bit stream is cut. To propose herein to modify the enhancement layer bits stream of the MEPG4-FGS standard so that zeros that are shifted in are no longer encoded, thereby increasing the compression efficiency when either no or only a small number of bits is cut off from the enhancement layer.
