    • The present invention discloses a method for selecting a policy and charging rules function server in a non-roaming scenario to achieve that the PCC policies for each IP-CAN session are determined only by one PCRF. The method comprises of a Diameter Routing Agent (DRA) establishing an association relationship table in which IP Connectivity Access Network (IP-CAN) session information and corresponding address information of a Policy and Charging Rules Function (PCRF) server are stored; and when a Policy and Charging Enforcement Function (PCEF) entity and a Gateway Control Function Entity (GWCF) requests the PCRF for or to update a Policy and Charging Control (PCC) policy of one IP-CAN session, or when an Application Function (AF) entity sends application information or service information down to the PCRF, obtaining the address information of the PCRF associated with said IP-CAN session from said DRA, then performing subsequent processing.

    • A method and a system for performing policy and charging control for establishing multiple packet data network (PDN) connections to a single access point name (APN) are provided. The method associates the gateway control session with the subsession in the S9 session associated with the Gx session modified by the indication of Internet Protocol connectivity access network (IP-CAN) session modification message through the PDN Connection Identifier (ID), thereby, after the relocation occurs on the bearer binding and event report function (BBERF), making the modified policy and charging control (PCC) rule be sent down to the policy and charging enforcement function (PCEF) through the associated Gx session and the modified quality of service (QoS) be sent down to the destination BBERF through the gateway control session, thereby implementing the policy and charging control when establishing multiple PDN connections to the single APN in the roaming scenario.

    • The present invention provides a charging method, including: a mobility management network element obtaining charging policy information of a terminal from a user subscription data network element; an access network element obtaining the charging policy information of the terminal from the mobility management network element; and the access network element storing the charging policy information of the terminal, and charging for services of the terminal according to the charging policy information. Accordingly, the present invention also provides a charging system, an access network element and a mobility management network element. The technical scheme of the present invention can send the charging policy information to the radio side network element in the LIPA structure to realize the dynamic charging based on users of services; and it can cover the LTE network and the 3G network at the same time.

    • The disclosure provides a policy control method and a policy control system for accessing a fixed broadband access network. The policy control method includes: a FMC PF used for sensing the access of UE to a fixed broadband access network is set in a mobile network which a user requests to be accessed to; after the FMC PF receives a trigger message from an ePDG, the FMC PF requests a BPCF to establish a policy session, and the BPCF performs, policy control according to the information of the fixed broadband access network accessed by the UE. It can be seen from the method of the disclosure that when the UE is accessed to the 3GPP through the fixed broadband access network, the FMC PF senses a gateway control session establishment request message or a DHCP request message from the ePDG, so that a PCRF of the 3GPP access network accessed by the UE is triggered to send a policy session request to the BPCF. In this way, in the case that the fixed broadband access network fails to sense the access of the UE or that the fixed broadband access network does not support 3GPP-based access authentication in the conventional art where the UE is accessed to a 3GPP core network through the fixed broadband access network, QoS control is achieved for the access of the UE, and thus QoS guarantee is provided to the entire transmission path of data.
