摘要： One of a plurality of subscribers connecting via a communications line a signal line and switching units, each accommodating a subscriber line connected to a terminal, etc., lowers the communication quality of the communications to reduce the cost of communications. A calling or called subscriber issues to a switching unit an instruction to lower the communication quality. A control unit in one of the switching unit receives the instruction, analyzes a method of lowering the communication quality and determining a switching unit for performing it, generates a control signal indicating that the communication quality should be lowered, and sends via a signal line the control signal to the switching unit determined to be used for lowering the communication quality. After receiving the control signal, a polishing unit in that switching unit lowers the communication quality by discarding a part of communication contents of the communications according to the control signal, or lowering the priority of the communication contents. Thus, communications fees can be greatly reduced.

摘要： In an accounting system in a B-ISDN offering video programs to a plurality of subscriber terminals coupled thereto, a timer, and an account controller are provided in each of the subscriber terminals. The timer starts to count time when a subscriber terminal receives a video program offered from the network. The account controller determines whether or not a count time in the timer has reached n sec. (e.g. 300 sec.), and transmits account starting information to the network when it is determined the count time in the timer has reached n sec.. The account controller also transmits account termination information to the network when the subscriber terminal discontinues receipt of the video program. The network is provided with an accounting unit for performing a accounting process with respect to each of the subscriber terminals from which the account starting information and the account termination information are transmitted, the accounting process starting from a time at which the network receives the account starting information to a time at which the network receives the account termination information.

摘要： A telemetry supervisory system in an asynchronous transmission mode network which discriminates less information when less variation rates occur and more information when more variation rates occur, and provides a transmission system for transmitting the discriminated information as a cell having a fixed length, includes an object detecting and monitoring device, a coder for coding picture signals from the detecting and monitoring device, a transmission unit which changes the output of the coder into cells each having a fixed length and a monitor station. Monitoring information such as a picture image or sound from a monitored object is transmitted by the transmission unit for a discrimination of the information. A number of cells transmitted as data is monitored at the receiving side, e.g. monitor station, and a variation of the number of cells is treated as a change in the state of the monitored object.
