    • An exchange hub is provided that is programmed to receive by way of an open, standardized, secure messaging protocol, a payment card transaction request from a consumer's CSP. A consumer transmits to an EBPP system a request to pay a bill electronically using a payment card. The consumer's payment card transaction request is submitted to the consumer's CSP. The payment card transaction request is then submitted to the exchange hub of the EBPP system. The exchange hub parses the payment card transaction request, and generates a payment message to the biller's acquiring bank (the “acquirer”). The acquirer generates an authorization request message and transmits it to the issuer of the consumer's payment card. The issuer either approves or denies the consumer's payment card transaction request, and notifies the acquirer. The acquirer then, in turn, submits and appropriate approval or denial response to the exchange hub of the EBPP system. If the transaction is approved by the acquirer, the acquirer settles with the biller, and the consumer pays the payment card issuer when the consumer is eventually billed for the payment card transaction.

    • A composition of matter comprises a lanolin free absorption base. The absorption base in includes a superior lanolin free emulsifier selected for its HLB (hydrophilic-lipophilic balance) compatibility, neutral, nonionic absorption base ideal for the incorporation of many active ingredients. Use of this emulsifier permits low production temperatures during base manufacture, thereby allowing incorporation of heat labile active ingredients. More efficient emulsification is realized, which leads to a much lower concentration of emulsifier. The absorption base is especially effective formulation for hydrocortisone or its salts due to HLB compatibility, and stabilizing ingredients often found in prior art products can be eliminated due to HLB compatibility.

    • A planting tray for direct deployment of trays and plants is described. The tray is ideally formed of a sturdy, biodegradable material. The tray has a flat member with a specific matrix of openings formed therein. A plurality of baskets, in a specific deployment, are affixed to the flat member. The baskets have a plurality of perforations, so that the roots of plants, deployed in soil within the basket, can grow out therethrough. Thus, the tray with plants can be embedded within the ground without the need for transplanting. The deployment of the baskets affixed to the flat member is such that two trays of the present invention may be intermeshed for spaciously efficient deployment.
