SOLUTION: After a compound such as alcohol and the like and carboxylic acid and the like, which is decomposed by photocatalyst reaction and whose decomposing reaction is heating reaction, is applied to an inspecting object part from which the light having a wave length, for example, a wave length not more than 400nm to cause photocatalyst reaction of a material having photocatalyst activity is cut off, a temperature of the inspecting object part is measured by a noncontact type temperature measuring device such as a heat image device, and afterwards, after the light having a wave length to cause photocatalyst reaction is irradiated to the inspecting object part, a temperature of the inspecting object part is remeasured, and the existence of heat reaction is confirmed by a temperature change in the inspecting object part, and the existence of photocatalyst activity of a material having photocatalyst activity is judged.

In addition, at both ends of a sash lower frame 2a, a drip 5, which has water returning mechanisms 5a and 5b such as a rising dam, and projects from an external wall by a specified amount, is provided. Then, cold air is jetted from the inside of the glass surface, and condensation is generated on the glass external surface. Thus, a water film is formed on the total surface, and dust and dirt are washed away.
