    • PROBLEM TO BE SOLVED: To provide a motion picture encoding device capable of reducing processing delay in motion compensated time direction band division and encoding motion pictures with high encoding efficiency. SOLUTION: In the motion picture encoding device, a plurality of pictures in a motion picture are to be encoded in pairs. The image to be encoded is band-divided into a high band signal and a low band signal by band division processing. The high band signal is made into a compressed high band signal by first encoding processing, and the low band signal is made into a compressed low band signal by second encoding processing. The compressed low band signal is made into a reproduced low band signal by second decoding processing. In the second encoding processing, the prediction signal of the low band signal to be encoded is generated from a reproduced low band signal based on another low band signal, and a residual signal is encoded based on the difference between the low band signal to be encoded and the above reproduced low band signal.
