A basket 3 for storing the end of spent fuel is fitted to the lower part of the movable cylinder 7 through a rod 11. The carry-in of radioactive material to the cylinder 7 from a washing tank is thereby eliminated completely so as to prevent the radioactive contamination of operating water. The complete elimination of carry-in of radioactive material to the cylinder 7 from the washing tank reduces the possibility of radioactive contamination of operating oil of a hydraulic press by a large margin. The operating water can be thereby reused, and the generated quantity of radioactive waste is reduced. Since the piston rod 6 pierces the upper part of the cylinder 7 and the lower part of the cylinder 7 is closed, water leak from the lower part of the cylinder 7 is prevented.
