By utilizing the water level fluctuation of the sea or the like, mitigation of a poor oxygen state and bottom sediment improvement in the water stay area R close to the water area S, such as a dry beach or a tide pool, are surely and effectively performed with no power.

SOLUTION: The hydrator is prepared by using mortar or concrete having plant fiber blended as a material of the vessel.
