    • A method may include detecting multiple system-information block (SIB) blocks and associated content. The associated content may be stored. The method may further include detecting multiple change flags associated with the multiple SIB blocks, each of the multiple change flags associated with one of the multiple SIB blocks. In response to detecting a change flag having a first change flag value, content of the SIB block associated with the first change flag may be reused. The first change flag value may represent an absence of a change to the content of the SIB block associated with the first change flag. In response to detecting the change flag having a second change flag value, the SIB block associated with the second change flag may be detected and the associated content stored. The second change flag value may represent a change to the content of the associated SIB blocks.

    • A method of configuring wireless network communications may include transmitting a reference signal from a first access point in a first cell to a wireless device in a second cell. The wireless device may also be associated with a second access point in the second cell. The method may further include receiving, at the second access point, channel data from the wireless device. The channel data may be generated by the wireless device based on the reference signal received by the wireless device. The method may further include estimating, based on the received channel data, interference in the second cell due to transmissions originating in the first cell.

    • A method of adjusting a transmission probability for device-to-device out-of- network discovery may include receiving, outside of network coverage, device-to-device discovery messages associated with a discovery resource pool. A count of idle resources, a count of resources associated with successfully received discovery messages, and a count of resources associated with discovery messages not successfully received may be detected for the discovery resource pool. A transmission probability associated with the discovery resource pool may be adjusted based at least in part on one or more of the count of idle resources, the count of resources associated with successfully received discovery messages, and the count of resources associated with discovery messages not successfully received. A device-to-device discovery message may be transmitted via the discovery resource pool based at least in part on the transmission probability.

    • A method is provided for managing wireless network traffic that includes designating a first resource block of a macro base station and a second resource block of a small cell base station for access by a physical random access channel (PRACH). The first random access subframe has a first allocation of random access signatures that are configured to receive a plurality of random access requests.
