The flow path forming members have, air inlet ports 20a, 32a, through which air is flowed into the air channels, and air outlet ports 20b, 32b through which air is let out from the air channels. The air inlet ports and air outlet ports are so constituted that the difference in pressures obtained by subtracting the pressure at the air inlet ports from the pressure at the air outlet ports becomes equal to or lower than the air blowing pressure of the air blower at both the times when the vehicle is during stoppage and it is in running.
