A metal surface is coated with this primer, baked e.g. at 350 deg.C for 4-10min, and coated again with a synthetic resin by fluidization dip coating or electrostatic coating.

A water-base primer for powder coating is prepd. by dispersing 100 pts.wt. acid-modified diene polymer which is formed by copolymerizing a compd. having conjugated double bonds and a compd. such as acrylic acid and has a mol.wt. of 500-5,000 and an acid value of 5-500mgKOH/g, 20-120 pts.wt. inorg. filler (e.g. carbon black) having an isoelectric point at the surface of 7 or higher and hardly reactive with water, and 5-50 pts.wt. org. amine or ammonia in 300-1,500 pts.wt. water.

The components A, B, C, D and the water are mixed e.g. in a pt.wt. ratio of 100, 5-50, 3-30, 20-120 and 300-1500, respectively.
