    • In a mobile telecommunication system the transmission quality is dependent on a wide range of radio conditions. A method for extracting a useful estimation of the radio environment of a mobile station in communication in order to predict how the radio conditions will change in the near future for a considered mobile station in the near future. A measurement report is sent from the mobile station to the base station. The quality measure in the measurement report is filtered over the area by a smoothing filter (220), and then processed through an updating filter (230) resulting in a time varying map (240). Several maps are classified (260). Classified data are grouped (270) resulting in the final map, which is stored in a database (280). The final map may be used to enhance the performance of radio network algorithms.

    • In a mobile radiotelephone system, a base station, upon receiving a service request from a mobile station, ascertains whether the service request can be accepted according to the availability of voice channels in the base station, and, if the service request cannot be accepted, compares a measured signal strength of the service request with at least one threshold value. If the signal strength exceeds the threshold, the mobile station is directed to retry the service request on one or more of a first set of channels assigned to neighboring base stations. Otherwise, the mobile station is directed to retry the service request on one or more of at least a second set of channels assigned to neighboring base stations. Accordingly, directed retries nearer the interior of a cell may be restricted or eliminated, whereas directed retries toward the periphery of the cell may be freely allowed or less severely restricted. Since interference is greater from mobile stations transmitting nearer the interior of a cell on the frequency of an adjacent cell than from such mobile stations transmitting from the periphery of the cell, interference is therefore reduced.

The user equipment (110) is then classified into one of the scenarios based on the measured radio qualities, and a handover decision is established based on the individual handover parameter (210, 220) for the chosen scenario.

    • The present invention relates to a cellular communications network and in particular to the problem of identifying cells for neighbor lists, or handover candidates when the cells are identified by a limited number of non-unique identities. The present invention includes a method for a radio base station, wherein the base station receives reports from one or more terminals in neighbor cells quality and non-unique identities. The match is sought in a neighbor cell list non-unique identity with a unique cell identity. If the match cannot be made without ambiguity, the base station causes the terminal to detect the unique cell identity. If the reason for the ambiguity is the particular cell is not included in the neighbor cell list it is included when its unique identity has been established. The uniquely identified cell is used if it is determined to perform a handover.
