      SOLUTION: A fuel cell cogeneration system has the fuel cell 1 generating electric power by electrochemical reaction of fuel gas and oxidizing gas and a hot water storage tank 3 utilizing exhaust heat of the fuel cell 1 in hot water supply. Hot water in the hot water storage tank 3 is let to flow through a circulation passage 51 and utilized in a heat exchanger 9. A controller 70 controls a three-way proportioning valve 60 to let to flow the whole hot water in the circulation passage 51 to the heat exchanger 9 in the low temperature starting of the fuel cell 1. The controller 70 controls the three-way proportioning valve 60 in order to distribute the flow of hot water in the circulation passage 51 to the heat exchanger 9 and a heat exchanger bypass passage 59 so that a warming up state detected with water temperature sensors 49, 50 becomes a designated state after the completion of warming up of the fuel cell 1.
