If a response signal is detected from the receiving exchange(S27), a trunk line system enables a call between an originator and a receiver(S28). If a nonpayment announcement signal is detected, the system connects the receiving exchange with the originating exchange(S30), transmits a cut-off signal to the originating exchange, and transmits a recover complete signal to the receiving exchange(S32).
