The volume wheel 5 also has four webs 6c projecting inside in the radial direction, a part between the webs 6c, 6c is formed as a volume chamber, the volume chamber is respectively partitioned into two pressure chambers by the webs 4c of the inside part 2, and a rotary position of the camshaft and the driving pulley 5 is relatively changed by applying fluid pressure to the pressure chambers. In this case, a large number of recessed parts 25 are formed over a width of the pressure chambers in a range of the webs 4c, 6c on the inner peripheral surface of the driving pulley 5 to collect contamination particles.
