    • A video encoder that encodes each of a plurality of blocks obtained by dividing an input image, includes: a definition unit configured to define a valid area which is allowed to be used as reference in a reference image in interframe coding; a detection unit configured to detect a reference area in the reference image for a target block; a predicted image generation unit configured to generate a predicted image by outputting an image of the reference area for the reference area belonging to the valid area and outputting a complementary image for the reference area not belonging to the valid area; and a coding unit configured to encode the input image using the predicted image, wherein valid area information indicating the valid area is transmitted to a video decoder, for each group of a plurality of blocks.

    • A video decoding method of decoding coded data of a multi-view video, the method includes, determining, in a case where a decoding target block is coded in a temporal direct-mode, whether or not a block at a same position of a picture that becomes a reference of the temporal direct-mode with respect to the decoding target block has a disparity vector referring to a block of another view point. The method also includes calculating, in a case where the block at the same position has the disparity vector, a motion vector of the decoding target block by using a motion vector belonging to the block of another view point to which the disparity vector refers; and decoding the decoding target block by using the calculated motion vector.

    • The apparatus includes: orthogonal transforming means for orthogonally transforming an input video signal for each element block, quantizing means for quantizing each obtained transformation coefficient using a quantization parameter; coding means for coding the quantization parameter; decoded picture generating means for generating a reference picture signal for a motion compensation prediction from the quantized results of the quantizing means; filtering means for filtering the obtained reference picture signal at a strength corresponding to the quantization parameter when a non-zero effective transformation coefficient is present with respect to the element block; and controlling means for controlling at least anyone of transformation coefficients to be not zero, when all of the transformation coefficients are zero. This allows, even when all of the quantized results of the transformation coefficients of the element blocks are zero, coding of quantization parameter of current element block and control of filtering strength.
