    • PROBLEM TO BE SOLVED: To accurately presume a throttle valve opening at a timing around a time when an intake valve is closed without impairing a response from an internal combustion engine. SOLUTION: This electric control apparatus 70 determines a provisional target throttle-valve opening according to an accelerating control input Accp detected by an accelerator opening sensor 81. The provisional target throttle- valve opening is delayed by a predetermined delay time TD and considered as a target throttle-valve opening in order to drive a throttle valve 43. Thus, a future throttle-valve opening may be presumed and a throttle valve opening at the timing around the time when the intake valve is closed is also presumed. The delay time TD is assumed to be time T270 necessary for rotating a clunk by a predetermined angle (270 deg. CA, for example). As a result, the delay time TD is reduced at a high-velocity rotation so that the response from the internal combustion engine is maintained in condition, and the delay time TD is sufficiently long at a low-velocity rotation, thus improving a presumed accuracy of the throttle valve opening at the timing around the time when the intake valve is closed.
