    • PROBLEM TO BE SOLVED: To provide a multivalued modulating method and system for reducing a bit error relative to a symbol error. SOLUTION: In multivalued modulation where N is any value that is not a power of 2 but starts from 12 and becomes double sequentially like 24, 48, 96..., and a binary signal of a specific length (n) (a multivalued number N is 12, 24, 48, 96, ... respectively when the bit length (n) is 7, 9, 11, 13, ...) is associated with two phase planes, respectively as an N-valued signal and transmitted, among (n) bits, 2 bits are associated with identification of four quadrants of a first phase plane and among the remaining (n-2) bits, 2 bits are associated with identification of four quadrants of a second phase plane. A binary signal of 3 bits in the (n) bits is then converted into tertiary signals (T1, T2) having 2 digits, and the tertiary signals are mapped to the first and second phase planes so as to be rotation-symmetric of 90° or axis-symmetric. A selection part 26 selects a symbol which is mapped in the reference phase mapping part 20 or a symbol which is mapped in the shift phase mapping part 22 based on the value of the input second data.
