The coating is a mixture of (a) crystalline Ru having a lattice constant which is at least 0.1% greater than the normal lattice constant thereof when Ru is used alone and (b) at least 3 wt per cent (based on the coating) of crystalline Pt or Rh having a lattice constant which is at least 0.1% smaller than the normal lattice constant thereof when Pt or Rh is used alone. The coating may be electro-deposited, the composition of the deposit depending on the current density used. Specified electro-plating baths contain H 2 SO 4 and various of nitrosoruthenium chloride, sulphamate or sulphate or ruthenium sulphate; (NH 3 ) 2 Pt(NO 2 ) 2 ; and Rh(OH) 3 . Subsequently to electroplating, the coated base may be calcined first in Ar and thereafter in air to form an oxidized film. A Ti base, before being electro-plated, may be cleaned by a multi-stage process including dipping in a mixed liquid composition of 86% H 3 PO 4 400 ml 60% HNO 3 50 ml 48% or 40% HF 100 ml water to make 1000 ml.

The plating current may be periodically reversed. The plating bath may comprise 25 to 40 g/l Cu, 2À4 to 3.4 g/l Zn, 40 to 75 g/l Na 2 CO 3 , 4.4 to 10 g/l free CN, 1À5 to 10 g/l free OH, and have a pH of 12. Electrical connection is made between the cylinder 13 supported between PTFE discs 14, 15 and the rod 11 by metal springs 16. The anode plates 4 are of brass. The electrolyte 1 may be heated by external heater 3 and recirculated within the tank 2 using a circulator supplying a rectangular loop feed pipe 8.
