According to one embodiment, in binarizing a continuous tone image, a frequency modulation screening method is used to form a latent image free from moire and having a high relative resolution. The latent image thus obtained is developed with a liquid developer to form a thin toner layer, thereby forming a toner image having no significant mechanical and optical dot gains.
