    • The present invention relates to implementation of efficient decoding and coding of an image. A plurality of variable length decoding units 52 performs variable length decoding on a coded stream according to each different layer. The variable length decoding corresponds to variable length coding. The selecting unit 522 selects an output from the variable length decoding unit that corresponds to the layer including the block to be decoded based on the hierarchical structure information included in the stream and indicating the layer including the block to be decoded. The predictive motion vector setting unit 523 sets the motion vector of a block on a higher layer as the predictive motion vector. The block on a higher layer includes the block to be decoded and has a block size larger than that of the block to be decoded. The addition unit 525 adds the set predictive motion vector to the selected difference motion vector output from the variable length decoding unit in order to calculate the motion vector of the block to be decoded.

    • An optical disk device includes a DPDTE signal generating section that detects misalignment between a light spot and a mark or a pit, an FE signal generating section, an optical crosstalk correcting section which corrects a signal output by the FE signal generating section using the DPDTE signal generating section, and a focus control section which controls an actuator so that a light beam converges on an information layer. The DPDTE signal generating section detects the misalignment on the basis of phase information obtained from signals received from predetermined light receiving areas. The optical crosstalk correcting section performs a correcting operation of removing a signal component from predetermined receiving areas of a detector which component is used for a DPDTE signal, the signal component being contained in the signals from the predetermined light receiving areas of the detector which signals are used by the FE signal generating section.

    • The invention provides a situation determining apparatus, a situation determining method, a situation determining program, an abnormality determining apparatus, an abnormality determining method, and an abnormality determining program capable of easily determining the situation of a monitoring place and the degree of congestion. A situation determining apparatus for analyzing captured moving images or a plurality of captured still images to determine a movement situation and/or a degree of congestion of persons includes: a local image change ratio calculating unit 120 that calculates a time change ratio of a brightness value in a local area of the captured images; and a situation determining unit 170 that analyzes a histogram of the time change ratios of a plurality of local areas calculated by the local image change ratio calculating unit 120 and determines the movement situation of the persons and/or the degree of congestion of the persons. In addition, a congestion estimating apparatus includes: a movement information generating unit 613 that generates movement information from an image sequence output from an image generating unit 611; a texture information generating unit 615 that generates texture information of the image; a reference movement information generating unit 614 that stores and updates reference movement information, which is a reference for movement; a reference texture information generating unit 616 that stores and updates reference texture information for determining whether there is a person; a movement information determining unit 618 that determines whether there is a movement; a texture information determining unit 619 that determines whether there is the same texture information as a person; and a staying determining unit 620 that receives the determination result of the movement information and the determination result of the texture information and determines whether there is a person. The congestion estimating apparatus determines similarity on the basis of whether there is a movement and texture to determine various states of each area, thereby estimating the degree of congestion.
