    • The present invention relates to a mobile relaying technology, and relates to a mobile relay network for supporting quality of service (QoS) and minimizing power consumption, a device for the same, and a method of driving the same, in which mobile devices or IoT devices operated with limited power and having different channel conditions in a transmission operation or a reception operation are used as relay stations (RS), power consumption is minimized, and QoS is supported. According to the present invention, in the mobile relay network for supporting quality of service (QoS) and minimizing power consumption, the device for the same, and the method of driving the same, if a destination station (DS) located in a coverage area satisfying QoS around a base station (BS) is out of the coverage area, one among other mobile devices or IoT devices located in the coverage area satisfying the QoS is selected and connected as a relay station (RS) between the BS and the DS, and the selected RS is connected to the BS through a primary channel allocated to the DS and connected to the DS through a cognitive radio (CR) sub-channel for the mobile RS, so that power consumption is minimized and the QoS is supported.
