    • An encoding method, decoding method, encoder, and decoder are provided in embodiments of this invention. The encoding method comprises: selecting at least one dimension vector from at least two dimension vectors to partition the coefficients to be encoded into vectors, according to the number of the coefficients to be encoded contained in a current subband; quantizing the vectors partitioned from the coefficients to be encoded into lattice vectors according to the selected dimension, and then mapping the lattice vectors to lattice index vectors; performing lossless encoding on the lattice index vectors.

    • A method for updating wireless application protocol (WAP) data at an electronic communication device during a mobile internet protocol (MIP) registration process includes processing at an authentication, authorization, and accounting (AAA) server a first access request message that identifies the electronic device (step 805). It is then determined that the electronic device requires updated WAP provisioning (step 810). The AAA server is then changed to a WAP provisioning ongoing state (step 815). An access reject message including updated WAP provisioning data is then transmitted from the AAA server (step 820). A second access request message, including the updated WAP provisioning data is then verified at the AAA server (step 830). The AAA server is then changed to a WAP provisioning valid state (step 835). Finally, an access accept message is transmitted from the AAA server (step 840).

The method includes: encoding a core layer signal to obtain a core layer signal code; selecting an enhancement sample point that requires enhancement layer signal encoding according to the core layer signal code and the number of bits that can be used by an enhancement layer; obtaining an enhancement layer signal code of the enhancement sample point; and outputting a bit stream, where the bit stream includes the core layer signal code and the enhancement layer signal code.
