This treating liquid is applied on the material surfaces and is dried by heating, by which the chromium films of 7.5 to 100mg/m per one surface in terms of Cr are formed.

An iron plated layer or an iron-based alloy plated layer is provided as a primer processing layer prior to manganese phosphate chemical conversion treatment on the coupling 1 only, or on the coupling 1 and the pin 2, and a manganese phosphate chemical conversion treatment coating layer is provided on it to form a steel pipe fitting. The manganese phosphate chemical conversion treatment coating can thus be formed uniformly, thereby double-layer coating can be constituted.

CONSTITUTION:The surface of a metal is cathodically electrolyzed in a treating soln. contg. 5-120g/l Cr , 0.01-5.0g/ll Cr and 5-100g/l colloidal silica of silica and/or silicate. In the soln., the ratio of Cr /Cr is about 1/50-1/30. The pH of the soln. is preferably adjusted to about 0.6-6 with ammonium hydroxide. The current density is about 3-80 A/dm . The preferred amount of Cr deposited on the surface of the metal is about 10-300mg/m and that of silica is about 3-30mg/m (expressed in terms of Si). Thus, a superior film is formed easily, rapidly and properly at a high formation rate.

Or in addition to that, each surface roughness of surfaces faced to each other is made thinner than the thickness of the resin coated layer 6, so that the screw joint is thereby provided, which is excellent in seizure resistance under a condition of no lubricant applied where grease and liquid lubricant are not used when a pin or a box is threadedly engaged.

The clegreasing and washing liquid after this treatment is recovered in the replenishing tank 7 for degreasing and washing through a recovering reflux port 5 and is circulated again by a pump 13 to the treating tank 2 for clegreasing and washing where the liquid is reused. The supply port for the degreasing and washing liquid 8 is disposed in a depth position of >=100mm from below the degreasing and washing liquid surface 9 of washing liquid after this treatment is recovered in the degreasing and washing method described above. Further, the degreasing and washing liquid 8 is supplied from the supply piping 11 to the spray nozzles 10 and is sprayed under 0.1 to 1.0kg/cm liquid pressure onto the liquid surface 9 of the replenishing tank 7 for degreasing and washing via flow rate regulating valves 14, 15. As a result, the bubbles generated on the liquid surface 9 are continuously ruptured.
