    • PROBLEM TO BE SOLVED: To stably discriminate the drop in the capacitance of a capacitor with high accuracy, by comparing the detected alternating voltage fluctuation at an intermediate potential point of a voltage-dividing capacitor with a reference value. SOLUTION: A capacitor capacitance-discriminating circuit 6 is constituted of an AC component detector 61 which detects the AC component of a neutral point voltage, maximum value detector 62 which detects the maximum amplitude value of the AC component, a first comparator 63, a second comparator 64, and a memory 65 in which the hysteresis of the amplitude value of an AC voltage is recorded. The detector 61 detects the AC component, contained in the neutral point voltage, and the detector 62 detects the maximum amplitude value of the neutral point voltage and, at the same time, amplitude value of the neural point voltage in the operating state of a three-level power converter which changes from moment to moment. The comparator 63 compares the detected result of the detector 62 with the reference allowable value 1 of a modulation rate ΔE and, when the result is larger than the value 1, outputs '1' to an output CC1 and a display 7 displays that the capacitance of a capacitor has become lower, when the CC1 becomes '1'. Therefore, the capacitance of the capacitor can be discriminated stably with high accuracy without being affected by the condition of an external circuit.
