[Problem] To easily estimate the amount of frequency deviation of a nonrepetitive signal. [Solution] A frequency deviation estimation unit 403 includes an instantaneous frequency measuring unit 431, a minimum value extracting unit 432, and a deviation amount calculating unit 433. The instantaneous frequency measuring unit 431 measures the instantaneous frequency of a received communication signal. The minimum value extracting unit 432 extracts the minimum value of the instantaneous frequency. The deviation amount calculating unit 433 calculates the amount of frequency deviation between the received communication signal and a reference signal for rough adjustment, using the minimum value and a reference minimum value at the time when the amount of frequency deviation is zero.
