Provided is a method executed by a user equipment (UE). The method comprises: when a random access network notification area update (RNAU) timer which is started for a network by a UE in an inactive state in the network runs overtime, or a network to which a cell which is newly accessed by the UE belongs does not belong to an access network notification area stored by the UE, or a notification area of the network to which the cell which is newly accessed by the UE belongs is not the same as the access network notification area stored by the UE, the UE determining whether the current UE is in a radio resource control (RRC) connection state with other networks which differ from the network or is performing service transmission; if the UE determines that the current UE is not in the RRC connection state with the other networks or is not performing service transmission, the UE initiating an RRC connection resume process to execute an RNAU update; and if the UE determines that the current UE is in the RRC connection state with the other networks or is performing service transmission, the UE configuring the RNAU update to be in a state to be processed.
