The invention relates to an actuating device (1) for a shutoff device, more particularly for a hydrant, more particularly for an underground hydrant (2), comprising: - an enabling unit (3), which is designed to enable or prevent the operation of a valve of the shutoff device, more particularly the hydrant, more particularly the underground hydrant (2); - a control unit, which is connected to the enabling unit (3) and is designed to trigger the enabling unit (3) to enable the valve operation only after a enabling code has been authenticated; wherein the enabling unit (3) acts on a valve spindle (5); wherein the enabling unit (3) has a wrench attachment point (6) and a switchable coupling (7); wherein, in a first switching position, the coupling (7) torque-transmittingly connects the wrench attachment point (6) to the valve spindle (5) and, in a second switching position, the coupling disables the torque-transmitting connection between the wrench attachment point (6) and the valve spindle (5) at least in the direction of rotation (8) which opens the valve. The invention also relates to a hydrant system (11), comprising an actuating device (1) of this type and a hydrant (2), and to a water withdrawal fitting for connecting to a fitting connection (12) of a hydrant system (11) of this type.
