The present invention provides: a vertical axis windmill that has excellent rotation startability, even at low wind speeds, and is suited to a wind power generation device that has high rotational torque; and a fixed-upper/lower-end-type oblong blade for use in the windmill and in waterwheels. According to the present invention, the chord length and thickness of a fixed-upper/lower-end-type oblong blade (8) that is fixed at upper/lower end parts to a vertical main shaft (7) gradually decrease from a main part (8A) thereof toward tip ends of upper/lower inwardly curving parts (8B), (8B), the main part (8A) thereof has a lift-type cross-section, and the thickness of the cross-sectional shape thereof gradually decreases from the main part (8A) toward the tip ends of the inwardly curing parts (8B), (8B) but stays the same shape.
