The inner cylinder (2) and the outer cylinder (3) are joined such that the hollow part (S1) is sealed, and the coating film (4, 5) is formed inside the hollow part (S1) on the inner surface of the outer cylinder (3) and/or the outer surface of the inner cylinder (2).
