The rotary excavating bucket drill is further provided with a rotary excavating drill bucket (17) and an outer sleeve (33), wherein an upper part of a cylinder body of the rotary excavating drill bucket (17) is provided with a moving handle (30), an upper edge of the cylinder body of the rotary excavating drill bucket (17) corresponds to the position of an inverted shackle (18) so as to flip using the inverted shackle (8) as an axis, and engagement by rotational tightening between the rotary excavating drill bucket (17) and the outer sleeve (33) realises power transmission.
