A system (2) for managing battery cells (4-1 - 4-3) of a battery pack (4) has a bypass circuit (6) including switching devices (Ql- Q4) and energy storage components (L-l, L-2). The switching devices respond to switching control signals (14-1 - 14-4) in a first state to cause conduction of bypass current from the battery cells to the energy storage components, and in a second state to conduct bypass current from the energy storage components to the battery cells. The switching control signals are provided by a switching controller (12) at a switching frequency for corresponding on times in periodic time intervals for active balancing of the battery cells. A predictive balancing component (16) computes the on times as a function of initial balancing bypass current values to balance battery cell depth of discharge (DoD) values by a prospective end of charge or end of discharge time, and as a function of continuous balancing bypass current values to maintain a present relationship of the depth of discharge (DoD) values.
