The present invention provides a system and a method for verifying a user identity for non-repudiation using bio-information, wherein said bio-information is registered in order to perform the user authentication by using the bio-information. The system for verifying the user identity for non-repudiation using the bio-information, in which the bio-information is registered, comprises: a bio-identification terminal; a user terminal; a web server; a bio-information verification server; and an authentication server, wherein when the bio-information is registered, bio-information that is linked with a bio-information identification number is registered after a user verification has been performed via the authentication server, whereby only a user having the bio-information identification number that is stored in the bio-identification terminal can receive the user verification.
