The invention relates to a modular ground coating that comprises : sub-layer plates to be laid and connected by pairs on the ground in order to form a continuous sub-layer on the ground, each plate of the sub-layer including on its upper side rectilinear anchoring notches for reversibly receiving anchoring rods; cladding members (12, 13) to be laid on the sub-layer, including cladding members (13) to be anchored and each including at least one anchoring rod; characterised in that each sub-layer plate (1) includes, on the one hand, at least three anchoring notches (2) extending in a main direction in order to define, when the sub-layer plates are laid on the ground, parallel and continuous notch lines essentially for the reversible anchoring of rigid blades (5, 14) laid and connected by pairs and, on the other hand, at least two anchoring notches (3) extending in a secondary direction that is preferably orthogonal to the main direction.
