An EAS tag holder includes a first member and a second member are hinged together between open and closed positions. In one embodiment of the invention, the holder includes a pin that pierces a portion of the item of merchandise to lock the holder to the item of merchandise. In other embodiments, the holder clamps itself to the item of merchandise. The holder is removed from the merchandise by cutting the hinge of the holder and sliding the first and second member apart. In another embodiment of the invention, the first and second members of the holder are held together by locking fingers that may be released with a specially-designed key so that the holder may be reused. In another embodiment of the invention, the holder is opened with a key that breaks the locking fingers to release the members from each other.
