A throttle valve controller, comprising a structural body (24) formed integrally of a throttle valve (21), a throttle shaft (22), and a throttle lever (23), a return spring (26) having one end locked to the structural body and energizing the throttle valve so as to rotate the throttle valve in closing direction, a free lever (25) engaged with the other end of the return spring and allowed to move toward and away from the structural body, and an actuator (30) driving the free lever, wherein, when the free lever is driven by the actuator, the structural body is rotated, and the throttle valve is opened or closed within a specified range so as to control an idle speed, whereby the throttle valve controller simple in structure and small in size can be provided.
