A floor structure (10) for a manufactured building is formed of a steel I-beam frame (12) having a horizontal upper surface to which is secured a plurality of adjacent composite floor panels (14). Each panel is formed of a resin impregnated, kraft paper, honeycomb core (16) or inner section having opposed faces and a continuous outer periphery; a wooden frame (18) about the periphery of the honeycomb core (16); and full hard steel skins (20, 22) secured to opposite sides of the frame (18) and across opposed faces of the honeycomb core (16). The floor structure (10) can further include polyurethane foam insulation panels (28) spaced beneath, and parallel to, the floor panels (14), and supported by brackets (30) attached to the steel frame (12) and to floor panels (14), brackets (32) to secure the structure (10) to ground anchors, and conductive tape to ground the panel surfaces.
