A preformed storage bag (200) and a method and apparatus for forming such a storage bag from a heat fusible, elastic, polymeric material. The storage bag contains a reclosure tie (202) formed as an integral marginal portion that includes overlying layers (203, 204) of bag material that form an elongated structure along an axis (213) with first and second ends (211, 212). A fused closure (214, 215) is formed in the marginal portion parallel to the axis and over a portion of the marginal portion spaced from one end thereof. This structure defines a tail (210). Other fused closures (216, 217) close the other end of the marginal portion to produce a fused structure that will not delaminate in ordinary use. The space between the tail portion and fused structure defines an open loop (220). The reclosure tie can be wrapped around an opened bag thereby closing the bag in a positive fashion by then cinching the tail portion through the loop portion.
