The present invention relates to a data decoding method in vertical blanking interval of image and device thereof, which mainly configures a threshold value to determine a data logic value contained in a masking data of an input image signal, and carries out acquisition and judgment of correct data in cooperation with a phase accumulator. When a data acquisition device determines a logic value of data bits, a phase adjustment value will be simultaneously supplied to the phase accumulator, such that the phase accumulator is able to determine a cycle for the data bits and further transmit the cycle for the data bits back to the data acquisition device as a basis for acquiring sampling points of a delay chain circuit. As such, the present invention provides a phase-lock function without requiring a phase-lock loop so as to correctly acquire data contained in TeleText data lines.
