A method of forming aerobic granules that uses a semibatch reactor 10 to form granules by repeating: an inflow step in which wastewater containing organic material is introduced, a biological treatment step in which the material to be treated in the wastewater containing the organic material is biologically treated by a microbial sludge, a sedimentation step in which sedimentation of the microbial sludge occurs, and a discharge step in which the biologically treated water which has undergone biological treatment is discharged, wherein the reaction time is adjusted so that the result of multiplying the value of [total cycle time/reaction time] by the ratio of MLSS concentration to BOD loading in the semibatch reactor 10 is within a range from 0.05 to 0.25 kg BOD/kg MLSS/d, and extraction of the sludge is performed such that the sludge residence time is from 5 to 25 days.
