A display device substrate of the invention includes: a transparent substrate that has an entirely rectangular-shaped display region in a plan view; a low-reflection electrode that is provided on the display region, has a plurality of pixel openings, and has a plurality of partial patterns, the partial patterns being arrayed in parallel with a first direction along the transparent substrate and being electrically separated from each other; a first transparent resin layer stacked on the low-reflection electrode; a transparent electrode that is stacked on the first transparent resin layer and has a plurality of partial patterns, the partial patterns being arrayed in parallel with a second direction, the second direction extending along the transparent substrate and being orthogonal to the first direction; and a second transparent resin layer stacked on the partial patterns of the transparent electrode.
