Provided are: a puncture device which is compact and lightweight; and a method for manufacturing the puncture device. A puncture device (1) is a device for transferring an active ingredient into a human body through the skin. The puncture device (1) is provided with a cylindrical housing (H), a piston (P) which is disposed within the housing (H) in a slidable manner, and a conical spring (40) which is disposed within the housing (H) and which applies pressing force to the piston (P). The piston (P) has a piston body (20) and has a micro-needle member (30) which is engaged and integrated with the piston body (20). The micro-needle member (30) has a base plate (31) and has micro-needles which protrude from the surface of the base plate (31).
