A data recovery circuit with fast-locking function comprises a phase detector, a first charge pump, a filter, a voltage controlled oscillator, and a lock detection loop, wherein mentioned lock detection loop includes a multiplexer, a lock detector, and a counter. The first charge pump is electrically connected with the phase detector, the filter is electrically connected with the first charge pump, the voltage controlled oscillator is electrically connected with the filter and the phase detector, the multiplexer is electrically connected with the voltage controlled oscillator, the lock detector is electrically connected with the voltage controlled oscillator, the multiplexer, and the phase detector, and the counter is electrically connected with the lock detector. The clock and data recovery circuit is capable of achieving a lock detection rapidly, and mentioned lock detection loop improves the jitter phenomenon occurred by said voltage controlled circuit.
