A encoding modulation method for encoding audio signals to L-bit code streams includes following steps: sampling a current sampling point of the audio signals to get sampling data N; calculating a difference value d(N) between the sampling data N of the current sampling point and sampling data N-1 of a previous sampling point; judging whether the difference value d(N) is larger than or equal to 0, if d(N) is larger than or equal to 0, the difference value d(N) will be quantified to one of M (2L-1 < M < 2L) quantitative levels, and then the difference value d(N) will be encoded to one of M L-bit code streams based on its quantitative level. A related encoding modulation system is also provided.
