An operation is correctly judged. An image of an operator (102) is extracted (S403), and an operation judging unit (304) judges that an operation is started when a part of the operator (102) comes nearer than an operation surface to a video camera (201) (S405) by using the relative relation between the operator (102) standing farther than a marker (101) of an operation input system from the video camera (201) (S404), and judges that which operation among presumed operations the shape of the part (for example, an open hand or two fingers held up) or the motion indicates (S406).
