A method for installing a plumbing flange (20) in a transportable base (1), the transportable base having a slab (30) supporting a draining surface (40), the method comprising: finishing the draining surface (40) on the slab (30) to form a draining floor (12) that extends adjacent to a drain opening (45) in the slab (30), wherein the drain opening (45) has a seat (34) and leads to a drain hole (32); inserting the plumbing flange (20) through the drain opening (45) and locating it on the seat (34); and sealing the plumbing flange (20) to the transportable base (1).
