This binder composition contains a particulate polymer and water. The particulate polymer has a core-shell structure comprising a core part and a shell part, and has a number average particle diameter of 200-600 nm. The core part is polymerized using a monomer composition having an ethylenically unsaturated carboxylic acid monomer content of more than 0.1% by mass and up to 5.0% by mass. The shell part is polymerized using a monomer composition having an ethylenically unsaturated carboxylic acid monomer content of 0.1 to 3.0% by mass. The ethylenically unsaturated carboxylic acid monomer content of the monomer composition used for polymerization of the core part is greater than the ethylenically unsaturated carboxylic acid monomer content of the monomer composition used for polymerization of the shell part.
