Apparatus and methods are described for providing feedback on channel conditions in a wireless telecommunication system. A wireless telecommunication system includes a base station configured to communicate with a plurality of terminal devices using frequencies spanning a system frequency bandwidth, wherein at least one terminal device is less than the system frequency bandwidth and a limited frequency within the system frequency bandwidth. It is a reduced function terminal device comprising a tunable transceiver configured to receive downlink transmissions from a base station using only bandwidth. The base station sends configuration signaling to the reduced function terminal device to indicate that the reduced function terminal device should measure channel conditions for different frequencies. The terminal device responds by continuously tuning its transceiver to different frequency positions for a limited frequency bandwidth within the system frequency bandwidth and taking measurements of the channel conditions at different frequency positions to provide a corresponding plurality of measurements of the channel conditions. The reduced function terminal apparatus is configured to convey information derived from measurements of channel conditions to the base station. The information may include an indication of measured channel conditions for different frequency locations, or an indication of one or more frequency locations for which a corresponding measurement of channel conditions meets a predefined selection criterion. The base station then schedules downlink transmissions for the terminal device in a manner that takes into account the information received from the terminal device.
