The present invention relates to a bipolar electro-surgical device, including the outer shaft, the inner shaft, the first and second electrode surfaces, and the cleaning channel. The outer shaft defines a distal end to form a lumen, a proximal end and a cutting window. The inner shaft is rotatably disposed within the outer shaft, and defines a distal portion that forms a cutting tip. The cutting tips and cutting window are bonded to define a cutting mechanism.
